Several prerequisites to connect PBI Semntic Models (former dataset) to excel: live connection tenant setting must be enabled, SMLA endpoints and Analyze in Excel with on-premises datasets tenant setting to be enabled…... …but the most important prerequisite for this scenario is "you must have Build permission to the PBI Semantic model ot have at least Contributor role in PBI workspace containing te Semantic Model. It has some sense a workspace has limited access, the dataset has also some security settings… you cannot bypass all these restrictions just by sharing an excel workbook connected to the dataset, it would be a back door to your data model

Still a little torn between answers. Co pilot says build permission should work but you also need to have a workspace role to access the dataset. And you can do a lot more than analyze in Excel. Also you still need to enable the option in the admin settings. Giving them an Excel workbook connected to the dataset gives them ONLY the option analyse the dataset in Excel and even refresh the data. So I'm leaning to B.
