Yes, that meets the goal. According to Microsoft documentation, to access Identity Secure Score, you must be assigned one of the following roles in Azure Active Directory: Global administrator; Security administrator; Exchange administrator; SharePoint administrator. So assigning the Exchange Administrator role to User1 will allow them to update the status of Identity Secure Score improvement actions

The Security Administrator role has permissions to view and manage security-related configuration settings in the Microsoft 365 admin center and the Azure portal 1.
