Correct, Delivery optimization can only be configured for Windows 10 and above. "Delivery Optimization is a reliable HTTP downloader with a cloud-managed solution that allows Windows devices to download those packages from alternate sources if desired (such as other devices on the network and/or a dedicated cache server) in addition to the traditional internet-based servers (referred to as 'HTTP sources' throughout Delivery Optimization documents)." - Applies to Windows 10 and 11. https://learn.microsoft.com/en-us/windows/deployment/do/waas-delivery-optimization
