Regarding to the question it make sense first to publish the form. If the consition is that the User should see the column if he enters the expected information than ypu can create a Business rule to hide or Show columns. I don't understand why here the answer is to create a Business Rule if we don't know if this is the case.

E. Publish the form. If users are stating that new columns are not appearing on a form, the most likely cause is that the form has not been published with the latest changes. Publishing the form will make the new columns visible to users.
