You 100% can add a Managed Solution Cloud Flow, to an Unmanaged. It has been this way for a while now so the answer is Yes.

I am not sure what the scenario is but ignore the scenario, the answer is correct. You can add flow from a managed solution to a new unmanaged solution. But the flow added in new solution is managed.

B, you can't add anything that only exists on a managed solution, to an unmanaged solution. That would kind of defeat the purpose of managed solutions.
