NO. As the question states, BGP is already configured and hence, it makes us believe the SKU is already Gen1 or above supporting BGP. No sense to upgrade given the goal outcome.

Correct! BGP is not support in Basic SKU and based on the link below, you can use BGP already in Generation 1 VPN https://learn.microsoft.com/en-us/azure/vpn-gateway/vpn-gateway-about-vpngateways
