I tried this on my tenant, and I couldn't add members to the distribution groups and the mail-enabled security groups. So, it's C.

Per microsoft docs: Some groups can't be managed in the Azure portal: Groups synced from on-premises Active Directory can be managed only in on-premises Active Directory. Distribution lists and mail-enabled security groups are managed only in Exchange admin center or Microsoft 365 admin center. You must sign in to Exchange admin center or Microsoft 365 admin center to manage these groups. https://learn.microsoft.com/en-us/azure/active-directory/fundamentals/concept-learn-about-groups

You can't manage dist groups from here either. You can only do that from EAC or Office Admin portal so the answer should be C imo.

If you have a tenant you can check in you should double check this. You can definitely add users to distribution lists in Azure AD, I do it all the time.
