I think it should be: 1) Extract the content of the .azpkg file 2) Modify the imageReference section of the createUiDefinitions.json file 3) Run AzureStackHubGallery.exe 4) Upload the modified .azpkg file to an Azure Stack Hub storage account 5) From PowerShell, connect to the Azure Stack Hub admin endpoint and run the Add-AzsGalleryItem cmdlet
