Can a Basic User Create and Export Solutions? genuinely unsure, but id guess no, leaving using packages instead of solutions.

Given answer is correct.. There are 2 ways (packge or solution). when you use package , it internally packages power automate flows. Considering we need to select only 3 options, Export package is better option than solution

Ans should be -Add App to the solution -Export the the solution - Share the solution to Admin
