User 1 and User 3 : Backup contributor can manage backup services but can not create recovery service vault.

User2 May be able to create vault. I see contradicting information from microsoft sites. https://learn.microsoft.com/en-us/azure/backup/backup-rbac-rs-vault https://learn.microsoft.com/en-us/azure/role-based-access-control/built-in-roles But User 1 with contributor role can definitely create recovery services vault. Only user access administrator or owner can assign the owner role. so user3 is correct

User with backup operator rol can´t create a recovery service vault, only user 1 with contributor rol can create it
