C should be upgrade 1 DC. Minimal effort was specified.

When you upgrade the functional level of a domain, all the DC's in that domain must be at that level. Ex: functional level 2008 means all DC=2008 or better, level 2016 means all Dc=2016 or better. Answer C

I think it is B, since the forest to function properly needs all domains are equal or higher functional level as forest level.

Answer is correct. Forest Functional Level <= Domain Functional Level <= DC Functional Level However, functional levels do not affect which operating systems you can run on workstations and member servers that are joined to the domain or forest.

You need to raise the domain functional level of contoso.com to Windows Server 2016. = upgrade domain controller in the contoso.com which is parent domain is good enough
