Azure cross-premises virtual network (VNet) provides a secure and stable connection between on-premises systems and Azure Cloud using VPN or ExpressRoute. → However, this solution still requires a reliable internet connection at remote locations. If those areas suffer from weak or lost internet connectivity, the connection to Dynamics 365 Supply Chain Management in the cloud will be interrupted. This contradicts the requirement for "uninterrupted operations." To truly meet this requirement, a hybrid solution is needed, or the use of offline-capable systems at the factories (for example, local WMS/MES systems that can sync with the cloud later).

You should take advantage of D365 Finance on-premises deployment topology which is designed for remote locations with bad internet connectivity, not implement your own custom solution through Azure
