Server1 is backed up to Vault1. The backup of Server1 contains a file named Data.db. Server2 is backed up to Vault2.

The answer shold be: From Server2, copy the Vault1 credentials and the passphrase. Run the Recover data Wizard. The most similar is "A" See Question #2: https://www.examtopics.com/exams/microsoft/70-412/view/43/ We need the Vault1 credentials to be able to access the data in Vault1. We need the passphrase of Server1 to access the backup that was made on Server1. I agree - the given answer is wrong because that server is dead, and in the MS tutorial you linked, they don't mention the Microsoft Azure Recovery Services Agent service at all, but they do mention reccommend using Instant Restore with Recovery Services vaults in the Azure portal.
