The solution is correct. When creating an App Protection Policy, under Apps tab, you can target to device types (unmanaged), apps (Outlook) and under Data Protection tab you can set up to prevent users to save email attachments to their local devices (Save copies of org data).

If you run through the workflow now, on the app tab you get the message: "Device type targeting has moved to the Assignments step in policy creation." Speaks for itself then - and makes the question in this form obsolete.
