How is the answer B? Isn't the DNS record removed once the TTL reaches 0? Wouldn't the answer be A?

Answer B is correct because TTL is used to set the time that the record stays cached for recursive queries. This value would not have any impact on how long the record remains in the master zone. That`s why we have the Scavenging feature.
