I've been doing this for 25 years. Back from when NT was "New Technology" and there were only system policies, no group policies. The answers are Computer config in group policy and user config in group policy.

for "Roaming user profiles" - why not "The user properties in Active Directory"? On User account properties there tab named "Profile" and on this tab, in frame 'User profile' you can type the path for 'Profile path' field

Because of the following rule in the question: "The solution must minimize administrative effort." changing the policy is less effort than changing user properties per user in the AD.
