According to Gemini, the first answer is YES because User1 is included in group 1 and 3, and group 1 is in Office Include List that have the priority on the Office Exclude List

Seems to be NYY. ODFC is mainly related to MS Office related settings 1. user1 is excluded as member of Group3. Hence N 2. User2 is included as member of group2 therefore Y 3. not related to Office shortcut hence Y
