New-ADDCCloneConfigFile is done from a DC before it is shut down, not from the host. So I think wazmac is right: export, then import

I take that back - it's really the fourth step in the process, but an export/import is REQUIRED to clone the domain controller. Reference the second link here in particular. The real question mark here is the question saying you need a "clone" of the DC. That's complicated by the fact that it's a virtual machine. For a domain controller to be cloned, it has to be added to the Cloneable Domain Controllers group and a config file created.
