So formulas is correct because custom images do not provide possibility to adjust the VM image for many different scenarios and that seems to be requirement in the question? Not sure about it - just my thoughts.

I meant that requirement: 'The virtual machine must be able to be reproduced <<in various environments>>.'

there are no settings to apply as the custom image is just an image without settings while Formulas can define default settings that custom images cannot provide - such as VM sizes and virtual network settings.
