Adaptive Application Controls in Microsoft Defender for Cloud are a security feature designed to help you harden your virtual machines (VMs) against malware and unauthorized applications
According to copilot: The feature in Microsoft Defender for Cloud that blocks malware and unwanted applications while reducing the network attack surface on Azure virtual machines is vulnerability assessment.
Vulnerability assessment helps identify and remediate vulnerabilities in your Azure VMs, including malware and other unwanted applications. This feature provides both agentless and agent-based scanning to ensure comprehensive protection.
Answer: access and application control

so to reiterate, this is how it goes:
Microsoft Defenders for Cloud's adaptive application controls enhance your security with this data-driven, intelligent automated solution that defines allowlists of known-safe applications for your machines.
When you enable and configure adaptive application controls, you get security alerts if any application runs other than the ones you defined as safe.
Actually I found the bit where it says it blocks unwanted app, I seem to have mixed the feature with "adaptive application controls"
Access and application controls - Block malware and other unwanted applications by applying machine learning powered recommendations adapted to your specific workloads to create allowlists and blocklists. Reduce the network attack surface with just-in-time, controlled access to management ports on Azure VMs. Access and application controls drastically reduce exposure to brute force and other network attacks.
