The problem with the answer there is no blocking feature available according to the doc, only alerts are generated.

so to reiterate, this is how it goes: Microsoft Defenders for Cloud's adaptive application controls enhance your security with this data-driven, intelligent automated solution that defines allowlists of known-safe applications for your machines. When you enable and configure adaptive application controls, you get security alerts if any application runs other than the ones you defined as safe.

Actually I found the bit where it says it blocks unwanted app, I seem to have mixed the feature with "adaptive application controls" Access and application controls - Block malware and other unwanted applications by applying machine learning powered recommendations adapted to your specific workloads to create allowlists and blocklists. Reduce the network attack surface with just-in-time, controlled access to management ports on Azure VMs. Access and application controls drastically reduce exposure to brute force and other network attacks.
