I believe the answer is No, Yes, Yes. No - due to the blocked word list. Yes - due to the users role exemption. Yes - due to key word "channel", not a Team. Can't find any documentation that specifies the custom blocked word list applies to channels. Only states it is for Group and Team names. https://learn.microsoft.com/en-us/microsoft-365/solutions/groups-naming-policy?view=o365-worldwide

*this* is the correct answer! Also tested in sandbox. The "user admin" is a role that is exempt from naming policy.

i agree, No - due to the blocked word list. Yes - due to the users administrator is except Yes - due to key word "channel", not a Team. See Admin Override: https://learn.microsoft.com/en-us/microsoft-365/solutions/groups-naming-policy?view=o365-worldwide

NO, NO, YES Blocked word list only affect someone when they're creating a Team... Channel is not affected. Those admin also has no exception for this policy.

User3 is creating channel and not a Team.. thats the difference.
