Since you need to update external dependency, you will have to run something like NuGet or select the dependency manually. Out of all options presented here, only the Package Manager gives you the option to update the installed packages.

I did not find Library Package Manager. I think it should be Nuget package manager

Just noticed they have mentioned VS 2012 so library package manager might be thing for VS 2012

'Library Package Manager' has been replaced by 'NuGet Package Manager' in later versions of Visual Studio.
