The correct answer is A. Even though there is a Cloud Application Administrator role in Azure Active Directory (now called Entra), that role cannot access the Teams Admin Center with priviledges to make changes. https://learn.microsoft.com/en-us/microsoftteams/using-admin-roles

I looked in Role assignments in 365 admin center and there's a "Cloud Application Adminstrator" role.
