i think your right... because it says when "they manually decline a Teams call" The default setting of the calling policy is Let users decide... one of those vague MS questions. Both are technically right, but you have to make so many assumptions
It seems like it depends on "D. Calls ring me" when "A. Busy on busy when in a call" is set with "Use unanswered settings."
In that case, "If unanswered" is set as
do nothing -> call ends
voice mail -> voice mail runs
