The "Calls ring me" option was part of older Teams settings, but in newer versions, Microsoft has changed the wording. Instead of "Calls ring me," you now have settings under Call handling and forwarding that control how calls behave. Also, Busy on busy during calls lets you configure how incoming calls are handled when a user is already in a call or conference or has a call placed on hold. New or incoming calls can be rejected with a busy signal or can be routed accordingly to the user's unanswered settings. But in question, User manually decline a Teams call, not it get declined automatically by the status of user. So Ans is Call Forwarding

Call me Ring. By default in the Calling policies "Voicemail for Inbound calls" "Busy and Busy..." are set in "Let user decide" So for redirect to Voicemail, you must using "Calls ring me" settings in Teams Client's Settings

i think your right... because it says when "they manually decline a Teams call" The default setting of the calling policy is Let users decide... one of those vague MS questions. Both are technically right, but you have to make so many assumptions

It seems like it depends on "D. Calls ring me" when "A. Busy on busy when in a call" is set with "Use unanswered settings." In that case, "If unanswered" is set as do nothing -> call ends voice mail -> voice mail runs
