Premium Assurance is not available with MPSA, correct answer is EA (B).

EA doesn't allow for decreasing so it cannot be EA. Even though I cannot find language stating PA is available through MPSA, it has to be MPSA.

Enterprise Agreement Subscription allows decreasing licenses and Premium Assurance is offered through this program so it appears Enterprise Agreement Subscription would be right.
