For the second question, why isn't using the grid column filter equally valid? What am I missing?

I believe in the question, it mentions 'configure workspace'. And according to MS docs, filtering in workspace only has 'workspce filter' and 'section filter'.

Sorry Angus but you misinterpreted the information in the MS docs. The section filter in the configure-filter-workspaces doc refers to a Section of the Channel deployment workspace. You can filter the whole of Channel deployment workspace or just a section i.e call center. Grid filter is still there and you can use it in each section
