If I'm adding Personnel - as in users - then it's Resources. Not Resource Groups. If they mean 'Personnel' as a type of resource (compared to Equipment) then it's a Resource Group.

Personnel and equipment needed to perform services: This can be handled by setting up Resources. Resources in Dynamics 365 Customer Service can represent anything that needs to be scheduled, including people, equipment, and physical spaces. 3. Availability of personnel: This can be defined by setting up Work Hours for a resource. By default, the resources are set up for a 7-days-a-week, 24-hour schedule. However, you can customize this to define the hours a resource is available.
