Answer A is Correct. There are two types of failovers, Load balance failover and the Hot Standby (Active-Passive configuration). For this scenario we need the load balance failover mode and set the load balance percentage to 30%. DHCP failover is a feature configured on DHCP console(*1), which is different from failover cluster(*2) and network load balancing(*3).
