You can achieve the goal with Sign-in logs. But landing Usage and Insights, it already lists number of failure and success rate so you do not even have to set filtering.

I agree with D. Tested in own lab - Provides all the requried information quickly without having to check through sign-in logs. Remember question states "minimize administrative effort".
