I think the answer should be yes. (and no for the previous question #4). data collection mode only provides information about what has been scored not about computational performance.

However, there are other ways to monitor the performance of models deployed to production on Azure Machine Learning, such as using Azure Monitor, which provides a more comprehensive view of the performance of your model

This is the latest recommended way according to the microsoft docs. Model data collcect will be retired. https://docs.microsoft.com/en-us/azure/machine-learning/how-to-enable-app-insights
