it would mean that you upload the html to the webresources first, but that's not the scenario Web resources are virtual files that are stored in the Dynamics 365 Customer Engagement (on-premises) database and that you can retrieve by using a unique URL address. https://learn.microsoft.com/en-us/dynamics365/customerengagement/on-premises/developer/web-resources?view=op-9-1
