1. convert the user mailbox to shared mailbox 2. grant admin 1 full permission over the mailbox 3. remove the user's license from O365 admin center

Litigation hold cannot be enabled without a license, hence the right answer is 1. convert the user mailbox to shared mailbox 2. grant admin 1 full permission over the mailbox 3. remove the user's license from O365 admin center

You cannot grant Full Access permissions to Mailbox with eDiscovery. You can only add members to eDiscovery case. So I agree with the below comment.
