I'll go with A too. I tried, with applicability rules you can choose OS Edition or OS Version. So it means nothing. What i'll do is create a filter named "Bob" with the property "DeviceName Equals Device1". Then in the assignment, put include "group 1" and in the assignment filter choose: Include filtered device in assignments -> Bob

In the question, both devices have the same Windows 10 Enterprise edition. There is no way to satisfy the requirement with the Applicability Rules if both devices have the same OS version. Instead, we can use a filter.
