Create images is not an example of computer vision. Its an example of image generation. On the other hand, creating a textual description is computer vision. This is exactly what computer vision systems (like Azure Vision) can do, in addition to object detection, tagging, OCR, face detection, Semantic Segmentation and other similar services.
