The answer should be "C", the question talks about an environment for model building. Cognitive services is primarily for those with little or no DS skills (Azure Cognitive Services are APIs, SDKs, and services available to help developers build intelligent applications without having direct AI or data science skills or knowledge)

Question is vague, if about extract text or image from the source then cognitive service, if about text / image analysis, then azure machine learning studio with data labeling. My guess is that we need get text from sources first
