This is now both B and D. I configured this in Intune admin>apps>policies for office apps and the policies I made here are duplicated in 365 app admin portal.

✅ Correct Answer: D. Microsoft 365 Apps admin center Why right? It has the Office Customization Tool (config.office.com), which creates the XML file used by ODT. Why not wrong? This is the only tool made specifically for generating the config file for ODT. ❌ B. Microsoft Intune admin center Why wrong? Intune is used to deploy and manage Office apps, but it does not generate the XML customization file. Why it seems right sometimes? You can deploy Office using policies in Intune — but you still need to create the config file elsewhere (D) if using ODT.

Microsoft 365 APPS admin center is different from Microsoft 365(no apps) Admin Center. (I used to get confused). And it allows you to create a customized .xml file for O365 Installation.
