As far as I know, a certificate itself doesn't have a private key, the private key is stored..Private. So second field has to be "A user certificate with a public key"

As explained in this link: https://docs.microsoft.com/en-us/azure/vpn-gateway/vpn-gateway-howto-point-to-site-classic-azure-portal The user has the private key and the public is configured in the Azure portal
