Not sure about this one: 1. PageRule (https://learn.microsoft.com/en-us/power-apps/developer/model-driven-apps/define-ribbon-display-rules#pagerule) 2. Documentation mentionates value rule (https://learn.microsoft.com/en-us/power-apps/developer/model-driven-apps/define-ribbon-display-rules#valuerule), but it says "check the value of a specific column" (Single column not multiple). So, I think that a CustomRule is needed, however, I did not found "CustomRules" in display rules, only in enabled rules, but there is a Note on display rules that says: "For commands defined for subgrid for forms using the updated user experience, value rules cannot be used within display rules. Use this element within an <EnableRule> to hide an element." So it seems like you can use an EnableRule (In this case CustomRule) to create a workaround and hide the element in some scenarios. So, answer for 2. should be CustomRule

Use this rule to check the value of a specific column in the record being displayed in the form. You must specify the Field and the Value to check.
