For Group2: Both roles can be used but according the definition of the two roles in the following links, "Help Desk Operator" is more suitable for the requirement. Policy and Profile manager: Policy and Profile Managers manage compliance policy, configuration profiles, Apple enrollment and corporate device identifiers. Truly check discussion for correct answers.....because so many of these are off... Group 1: Intune Role Admin....it is literally listed in their description...look it up/ look up the Service admin too, because they don't cover this....

Intune Service Administrator: Users with this role can manage all of Intune. Additionally, this role can manage users and devices as well as create and manage groups. This role cannot manage Azure AD’s Conditional Access settings.
