As far as ik know you can not lock windows 11 devices with compliance policies. You can only block them for non compliance with conditional access policies? How do you lock windows 11 devices with compliance policies?

By default, each compliance policy includes the action for noncompliance of Mark device noncompliant with a schedule of zero days (0). The result of this default is when Intune detects a device isn't compliant, Intune immediately marks the device as noncompliant. After a device is marked as noncompliant, Microsoft Entra Conditional Access can block the device. https://learn.microsoft.com/en-us/intune/intune-service/protect/actions-for-noncompliance

The compliance policy will only flag the device as non-compliant. Conditional Access can then be used to block the device if it is non-compliant.
