2nd is wrong. That should be "Endpoint protection". You can achieve the same with LAPS in Account protection or via Settings catalog, Templates/Endpoint protection. Identity protection is for WHfB and Credential guard

You cannot change the Local Admin name with LAPS.

Checked, you are rigth. In LAPS "Name of administrator account to manage" does not relate to the built-in account only to customs.

No it is "Device Restiction" test it in lab. Configuration profile / W10 and later / Templates / Device restriction / Start ? Start menu layout
