I agree! although Emergency Policy can be assigned to DR users as well, in this context the emergency calling will have to handled by Routing Policy either at the Network Site Level or at the individual user level or both. Although I agree with VSARAVAN and GaryMegian about the dynamic emergency calling in the emergency call routing policy, there's no mention of staff moving between offices. If this is a static environment, the answer posted (D & E) is correct.
