You have an on-premises Active Directory domain that syncs to Azure AD tenant.

The tenant contains computers that run Windows 10. The computers are hybrid Azure AD joined and enrolled in Microsoft Intune.
The Microsoft Office settings on the computers are configured by using a Group Policy Object (GPO).

You need to migrate the GPO to Intune.

To migrate the GPO to Intune, follow these steps and arrange the actions in the correct order: 1. Import an ADMX file: Import the necessary ADMX file into Intune. 2. Create a configuration profile: Use Intune to create a configuration profile based on the imported ADMX file. 3. Assign the profile: Assign the configuration profile to the target devices or users. This ensures the GPO settings are migrated and applied correctly through Intune.

I agree, the ADMX file can only be done if you create a custom configuration profile - this isn't mentioned anywhere. Scope tags don't directly assign anything, only provide a range for admins to see
