Answer: Device 1 can get updates from any machines in the same subnet - Device 3 Only because Device 1 cannot receive updates from itself. Confirmed as per the note above - "between devices that belong to the same group". Device 2 can get updates from any machine in the same subnet, however, Device 2 is the only machine in that subnet and it cannot receive updates from itself. The choices in the question confirm the thesis.

The Site 1 and Site 2 don't play a part because the Restrict Peer Selection is set to Subnet mask which further restricts peering to computers within the same subnet.

The ip address are /16 not /24 meaning that the netmask is 255.255.0.0. So Device1 will talk to Device3 because they are in the same subnet 10.10.x.x. And since the Download mode is set to HTTP blended with peering across private group, Device1 will also talk to Device2 via NAT because they are in the same Site1. Following the logic Device2 will talk to Devices 1 and 3 via Site 1 NAT. But if Group mode (Group ID source in Endpoint) is set, Delivery Optimization will connect to locally discovered peers that are ALSO part of the same Group (have the same Group ID). In this case AD Site. And the devices are in the same Site1. I would say both Device1 and Device2 " Cannot get update from any device " reason they are out of IP range for the locations .. let me know what you guys think !!

Device 1 can get updates from Device 3, because Device 1 and 3 are on the same CIDR range of /16. (255.255.0.0) 10.10.0.50 and 10.10.1.155 both have the same subnet in this question.

Device1 and 3 are in the same subnet, so they both have to be in Location 1, and therefore in same AD site.
