When two managed solutions both modify the same form, the last imported solution’s version of the form usually replaces the earlier one. Managed solutions do not merge form changes; instead, the whole form XML from the last solution wins. So after importing Solution B last, the form layout in Solution B will overwrite the form layout from Solution A.
