Would "Employ layered defences" not come before web browsing content filtering as its protecting against attackers?

Web filtering is used (among other purposes) to block harmful sites contains viruses, redirects, zero day attacks, and known bad locations. Web Filtering most certainly helps reduce the attack surface.
