I would say 1: Create a dedicated access team and add the reviewers to the team. 2: Share app through the Power Apps maker portal.

The question indicates that the reviewers are outside the organization. Doesn't that mean these don't exist as system users in Dataverse? Given access teams and owner teams would work only with system users, I believe the options involving access team and owner team won't apply to the first requirement.

2: Publishing an application is not enough. A published app will only be available to users with whom the app is shared. A link to an app is also not enough if the app is not shared with people who have the link. So, I think the answer to the question 2 is "Share the app through the Power Apps maker portal".
