Use policies to control which users in your organization are allowed to create private channels. Once you've set the policies, team owners can turn off or turn on the ability for members to create private channels in the Settings tab for a team.
A seems to be right : Team Level: Team Owners can disable Private Channel creation for their particular Team by clicking on the three dots next to the team name, then clicking on Manage team, then on Settings Tab, expanding Member permissions and unchecking the box next to Allow members to create private channels 1.
Teams Admin Level: Under Teams, click Teams policies. Click on the Global (Org-wide default) policy. Uncheck (switch the toggle to off) next to Create private channels or Create shared channels and click Apply. This will remove the ability for anyone (Team Owners or Team Members) to create Private and Shared channels within Teams
Teams policy: This provides direct control over Teams features and functionalities within your organization. With a Teams policy, you can specifically disable the "Allow team members to create private channels" option, effectively preventing users from creating them.
