Everything is answered in the link from Romeokton. Yes - You can edit properties, including rename in a locked record. No - Edit contents are blocked No - Admin1 is owner of the site, not the container admin, so removing the label is not allowed. https://learn.microsoft.com/en-us/purview/records-management

ChatGPT says it as follows when prompted what can you do when a file is marked as a record: What You Cannot Do: Edit the Content: A record is immutable, meaning its content cannot be altered. This ensures the document remains an authentic and tamper-proof version of itself. Delete the Record (Normally): Records cannot be deleted by regular users. Only a compliance administrator or someone with specific permissions can delete a record under strict controls (e.g., after the retention period ends or through a defensible deletion process). Rename or Move the Record (Typically): Renaming or moving a record might be restricted depending on how the record settings are configured. Apply Additional Retention Policies: Once marked as a record, the retention and disposition policies tied to it become fixed, and you cannot override them with additional policies. Meaning 3x No.

1. Y - Rename is allowed for records 2. N - Edit contents are not blocked . Edit is only possible if Record is unlocked, but its not mentioned here. 3. N - Removing label can only be done by admin. User1 is not the admin See this documentation which explains. https://learn.microsoft.com/en-us/purview/records-management#compare-restrictions-for-what-actions-are-allowed-or-blocked

The provided answer does not seem correct. Here is a table that explains: https://learn.microsoft.com/en-us/purview/records-management User 1 can Edit properties, including rename Edit contents is allowed only for unlocked records, which is somewhat not specified in the question.
