Assign a role to a user -
1. Sign in to the Azure portal with an account that's a global admin or privileged role admin for the directory.
2. Select Azure Active Directory, select Users, and then select a specific user from the list.
3. For the selected user, select Directory role, select Add role, and then pick the appropriate admin roles from the Directory roles list, such as Conditional access administrator.
4. Press Select to save.

Portal options got changed. This is the correct answer( select Active directory --> Users--> select the username --> Assigned roles --> click on +add Assignments --> select User administrator role

The answer is correct. Acturally no need global admin role but resource owner is enough to assign roles to others. Go to Active Directory, Users, select target user, then at Assigned roles set User Administrator administrative. That's it.

Correct Answer seems to me as C. Assigned Role => Add => Directory Role => choose the role.

Its A, however I believe its outdated. I found the steps for it on another dump platform thou; Explanation: Assign a role to a user 1. The correct answer is A, but it seems outdated. The name of the actual blade is "Assigned roles". C is not right. In the Groups blade, we can add the user to AD groups, not Administrative Roles.
